BOARD SUMMARY
OF REGULAR MEETING
President Patchett called the meeting to order at 7:00 PM.

Patchett welcomed everyone to the meeting.
The following
Consent Agenda items were approved: Treasurer's Report and Activity
Report
The Regular
Meeting minutes of December 20, 2004 and the Executive Session
minutes of November 29, 2004 were approved.
Board approved
the payment of bills as presented.
Correspondence:
Young told the Board that Stephen Gilbert had been recognized
in the January 6, 2005, issue of the News Gazette as the Athlete
of the Week. He and Ricki Dorsett were also Pre Season Picks
- All Area.
Superintendent
Acklin pointed out that Shiloh Boys Basketball was listed as
the number three Team of the Week.
There were
no requests to address the Board.
Principal
Derby reviewed her written report with no additions.
Superintendent
Acklin pointed out that Fund Balances are still in pretty good
shape. He is still projecting a deficit of $254,000 total all
funds for FY05. That is still better than the initial projected
deficit of $346,000.
The following
over-night field trips were approved:
Student
Council Advanced Leadership Camp. Illinois Association of Student
Councils at Allerton House, Monticello, Illinois, January 22-23,
2005.
LEAD Conference.
National Association of Student Councils and NASSP in Des Moines,
Iowa, February 10-13, 2005.
FFA Made
for Excellence Leadership Conference. Oak Brook, Illinois, January
21-22, 2005.
AWFS Industrial
Technology Student Design Contest. Las Vegas, Nevada, July 27-30,
2005.

Board Self-Evaluation
Reminder. Superintendent Acklin reminded the Board that the
Self-Evaluation will be January 25, 2005 at 6:00. Board members
are to complete their surveys and return them to IASB as soon
as possible if they have not already done so. There will be
a brief Waiver Hearing before the Evaluation to address the
Parent/Teacher Conference Waiver.
Discussion
of Student Drug Testing Policy. Superintendent Acklin noted
that the original policy was put in place during the 1999-2000
school year. If the policy needs to be changed, the Board can
do that but they need to make sure it is done correctly. Some
community members have expressed their desire to change the
policy. As a parent he likes the policy because it gives the
student the opportunity to say no. As a former coach he has
very strong feelings about the substances an athlete puts into
his/her body.
Comments
shared by Board Members and Administrators:
Young: If
a student signs the agreement, they need to honor it.
Brown: If
you sign the agreement and then chose to smoke you have decided
what you want to do most.
Patchett:
Doesn't class tobacco the same as other drugs.
Young: As
a nurse, she spends more time caring for people in the hospital
on ventilators then on other drugs.
Derby: If
you smoke you are a hindrance to the team and not at your best
physically.
Derby distributed
a time line of development of the drug testing policy.
Freebairn:
Does not believe the selection system is truly random.
Derby explained
that new numbers are assigned to students each year. One year
starting with low numbers assigned to 5th/6th grade participants
with numbers rising through the high school grades. The next
year numbers are assigned with low numbers in the high school
with numbers rising through the 5th/6th grade participants.
The Testing
Organization decides what dates testing will occur and which
numbers will be tested. These numbers are then sent to the school.
After each
test, the students name goes back into the pool and has the
same chance of being drawn each time. The chance of being drawn
remains constant.
Brown had
recently observed a testing and made the following comments:
Very controlled environment. Mrs. Horsley and Ms. Coartney were
matter-of-fact in handling the testing. They put no pressure
on the students. While he was observing a student did try to
manipulate the test. He was told later that a student had asked
another students help in manipulating the test.
Acklin:
Relayed Mrs. Horsley's concern that the Board may do away with
the policy. She feels that it has had a positive impact on the
students. Testing went from 52 positive results in the first
year to 11 positive results last year.
Derby: There
is someone available from HRC to meet with students during the
day who have tested positive.
Acklin:
To test every student in the pool one time would cost about
$2000.00. There is Drug Free money available to pay for part
of the testing, but the Board would need to amend the current
policy.
Sharing
of Resources with Adjacent Districts. Superintendent Acklin
said there is a strong possibility of Chrisman students coming
to Shiloh on a tuition basis for Industrial Technology classes
with Mr. Smith next year. Administration is also looking at
sharing a librarian with Chrisman next year as well as some
current staff. With declining EAV, the administration needs
to get creative with staffing issues.
Tuition-Free
Attendance at a Neighboring District. There is a provision that
when neighboring districts both agree and it is found to be
in the best interest of a student's health and safety, students
living in one district may attend school tuition-free in the
neighboring district. The resident district would lose some
ADA (~$942) but would not lose any tax dollars. Setting precedence
is a concern of the Board.
Young noted
that the Basketball Coaches and Cheer Sponsors are to be commended
for taking their teams to Tony Carroll's funeral on Sunday.
