COMMUNICATIONS
Letter and certificate received from ISBE that the 2007 School
District Financial Profile, based on the 2006 school year financial
data, placed the district within the Financial Recognition range.
This is the highest category obtainable for the School District
Financial Profile.
Letter from University of Illinois that Christina Beatty has
been accepted as a fellow of the Institute for Chemistry Literacy
and Computational Science. This is a three-year program designed
to approve the understanding and teaching of chemistry among
rural Illinois teachers. Shiloh School was one of only 120 from
around the state to be selected for this program.

Mason Wood expressed his concerns regarding an incident where
he felt a student was wrongly accused with no real evidence
against him. He feels awful for what the student and his family
has gone through.

E2T2 Group has been invited to present at National Educational
Computing Conference in Atlanta on June 25th. Mrs. Palmer and
Ms. Minott will demonstrate what’s going on in the Shiloh
Elementary world of technology. Shiloh Elementary is the only
school in the State of Illinois asked to participate.
The Envirothon Team had a 4th place finish out of 25 schools.
Four seniors will be serving as election judges tomorrow in
Douglas County. He is very proud of these students for being
so civic minded.

The Edgar County Assessor has indicated that our Edgar County
EAV for the 2006 tax year (payable in FY08) will be $32,733,191.
This is up from $32,108,385 for the 2005 tax year and represents
an increase of $624,806 (+1.9%). With our current tax rate,
this represents an increase in local revenue of approximately
$25,000.
Ron Grant from Midwest Transit has indicated that we can expect
$10,000-$14,000 in trade allowance on two of our older buses
(depending on which two we trade). We can get two used buses
coming off lease for $51,000 each – these are the same
as the buses we have purchased the last two years, would have
between 10-20k miles each, and would still be under warranty.
The district’s cost for two buses including trade would
be close to $90,000 (of which we would receive 80% reimbursement
over the next five years.) Also keep in mind that our transportation
fund is projected to be in the black at the end of FY07. Because
of the price of steel and new emission standards a new bus would
cost around $72,000. The Transportation Fund is up $42,000 from
last year with a balance of $485,000 at the end of March 2007.
Education Fund is down $21,000, O & M is down $49,000. Total
of all funds is up $58,000 at the end of March this year compared
to last year. This is all tempered by the tax levy error of
the Edgar County Clerk which will be abated next year.
BUSINESS
Approved fuel bid from Lanman Oil of $.045 per gallon over the
“rack rate” for #1 diesel 60/40 mix, unleaded gasoline,
and #2 diesel fuel for the period July 1, 2007 through June
30, 2008.
Approved Applications for Extension of Time to Complete Health/Life
Safety Work.
Approved setting a Special Meeting date of May 7, 2007, at 8:00
PM for the purpose of canvassing election results, seating new
board members, and organizing the board.
Approved final reading of School Board Policy: 7:240 Students
– Conduct Code for Participants in Extracurricular Activities.
Approved Extra-Curricular Handbook revisions.
Approved a three year two-way radio contract with Clear Talk.

First Reading of School Board Policy: 6:235 – Instruction
– Access to Electronic Networks
E-Rate Options: Terry Sullivan presented funding options available
to the district. The ultimate long term goal would increase
communication capabilities between the two district school buildings.
E2T2 Grant Extension: District is currently approved for a three
ear program. We might have the chance to add other classrooms
at year two or three. IF the opportunity comes up the district
would need to be ready to commit funds.
JH/HS Handbook Revisions: Principal Hettmansberger reviewed
the proposed changes.
Ivan Catron entered the meeting at 8:33 PM.
Other: President Patchett questioned what emergency preparedness
we have in place. Principal Hettmansberger said there is a beautiful
plan in place but it needs to be put into a more simplified
format for teachers.
Kile expressed his concern of the lack of communication between
the district’s buildings during the recent power outage.
Several scenarios and options were discussed.
