The meeting was called to order at 7:00 PM by President Means.

Thank you card was received from Eileen Brown for her retirement gift.

AMINISTRATIVE REPORTS
Principal Hettmansberger
Thanked the Catholic Charities organization for providing clothing and school supplies to many families in our district.

Sarah Freebairn selected for Student Advisory Council to the Illinois State Board of Education. Only 15 or 16 students in the state serve on this panel. This is a very impressive honor for Sarah.

Congratulations to Shiloh High School for having made AYP (Adequate Yearly Progress). Commended last year’s junior class (this year’s seniors) and teachers for taking the testing seriously and doing so well. This past year around 55% had to meet or exceed the average to reach AYP. Our student’s ranked in the 70th percentile, higher then the state average and well above the 55% required to meet AYP. This year we must have around 60% meet or exceed as the bar raises each year.

Four Shiloh Elementary teachers have received over 30 hours of staff development already and are anxious to being using the E2T2 technology in their classrooms this year.

Beginning of year activities began with many teacher meetings today. Parent Orientation was this evening at Newman Grade School. Tomorrow will be the first day of school with early dismissal at
10:15. Early dismissal at 2:05 Shiloh and 2:15 will occur the remainder of this week. Shiloh Elementary

Parent Orientation and Open House is schedule for August 28 at 6:30 PM.

Thanked Sarah Bush Lincoln Hospital for generously donating school supplies again this year. The district greatly appreciates their generosity.

Superintendent Lewis
Buildings are ready to go with a great deal of thanks to Dick and his crew for handling such large projects over the summer.

The budget is ready to be put on display, showing a $520,979 deficit in the Education Fund and a $109,207 deficit in the Operations and Maintenance Fund. This budget is still based on revenue from last year as the governor has not yet signed the state budget. Necessary adjustments will be made based on what the governor does. Suggested we abate $600,000 from Working Cash into the Education Fund to make it healthier. We can then look at Working Cash Bonds to bring the rest of the Shiloh JH/HS building up to speed with the technology of the 3-6 classrooms.

Concern of the 6th grade students moving into Jr. High who now don’t access to the technology available the previous year. We’re a leader in the state in technology and we need to stay that way.
Regarding the interest free loans which were announced to be available to school districts until the state budget is set; we are not eligible because we have money in the bank. A district must essentially be destitute before the money is available. First Midstate will attend the October meeting to explain how Working Cash Bonds work.

Catholic Charities helped over 60 Shiloh families with clothing and school supplies on August 6. They were exciting about coming to Shiloh and want to come back again. They raved about the help they received from substitute custodian, Richard “Woody” Wood in unloading, setting up for the evening, and packing up after the event.

New Ag teacher, Tonya Eich, will start August 27 as she has prior employment commitments until then. A substitute will cover her classes until then. Doug Ivey, IT Teacher, will begin the Tuesday after Labor Day for the same reason with Mark Smith agreeing to return and cover his classes.
Commended the students and teachers in both buildings for their hard work in making AYP.

BUSINESS
Authorized Credit Request for Interest Rate Bid – Line of Credit
Approved changing September meeting date to September 20, 2007, at 8:00 PM
Approved the FY08 Tentative Budget and set Budget Hearing Date and Time of September 20, 2007, at 7:45 PM.

ANNOUNCEMENTS AND DISCUSSION
IASB School Board Convention: members were reminded that the Convention is coming up in November. Discussion of activities.
Discussion of pending bills: Third party contracts and mandated school board training.
A Board Retreat was discussed.
IASB Illini Division meeting will be September 27 at Westville.
