BUDGET HEARING SUMMARY

President Means called the Budget Hearing to order at 6:45 PM.

Present: Brown, Freebairn, Hales, Hutchinson, Means, Young
Absent: Kile

Others Present: Superintendent Lewis, Gary Henry, Terry Sullivan, Barb Board

President Means welcomed everyone to the hearing.
Board discussed the FY09 Final Budget.
Kile joined the meeting at 6:52 PM.

REGULAR MEETING SUMMARY SEPTEMBER 15, 2008

President Means called the Regular Meeting to order at 7:5 PM

Present: Brown, Freebairn, Hales, Hutchinson, Kile, Means, Young

Others Present: Superintendent Lewis, Gary Henry, Terry Sullivan, Barb Board

President Means welcomed everyone to the meeting.

Approved the following Consent Agenda items:
Treasurer’s Report
Activity Report
FFA field trip to National Convention
FFA field trip to Blackhawk College
Spanish Club canoe trip
2008-2009 Applications for Recognition of Schools
Approved the Regular Meeting minutes of August 18, 2008.

Approved the payment of bills.

Card was received from Mr. Roskovensky, Shiloh bus driver, thanking the district for purchasing a new bus and giving him the opportunity to drive it on his route.
Letter was received from the University of Illinois congratulating ICLCS Fellow Kendra Carroll, on completion of two intensive weeks of professional development and a rigorous two semester course earning graduate credit in chemistry. Mrs. Carroll has also recently finished her Masters Degree. Mrs. Carroll, Mrs. Pollock, and Ms. Kincaid will be presenting at a state science conference this year.

There were no requests to address the Board

Principal’s report: Reported on a very smooth good start to this school year. Camera system is working very well. The first NGS fishing trip was cancelled do to weather. They hope to reschedule that group’s trip for the spring. The second fishing trip was a little damp and chilly but everyone seemed to be having a good time. Fifth grade girls will be playing on the jr. high basketball team this year as they need the participation numbers. This is not something that would normally be encouraged. Newman Grade School teachers have asked to have the winter concert during the school day on the last day before winter break. The Board requested that parents be surveyed before a final decision to change is made.
Congratulated Coach Ma and the football team on their recent win. Congratulated Holden English on winning first place in the 13 to 17 year old Division 3 championship drag race. He received a “Wally” for the win. This race involved racers from seven states in the Midwest. Holden as on ESPN Jr. National’s last year. Ms. Eich has created a jr. high FFA which is part of the high school FFA. Junior high students will not participate in competitions or contests.
President Means commented that one of the reasons the year has started smoothly is due to Mr. Hettmansberger’s consistency with discipline. The students know what the consequences are and what to expect from him.

Superintendent’s report: The Illinois School Report Cards have been received and Newman Grade School, Shiloh Elementary, and Shiloh Jr./Sr. High School all met Annual Yearly Progress. The Shiloh District as a whole did not meet AYP due to one sub group of students with IEP’s did not meet the AYP standards in reading only. There is nothing concrete to report as yet concerning a softball co-op. This is the last year of the current football co-op agreement.

Approved the School Report Cards.

Approved the 2008-2009 Budget with amendment to remove $285,000 from Tort Fund 80, Column J, Line 47, in order to make the budget balance.

Board reviewed a project list for the Working Cash Bonds. Hutchinson feels the Board and the community need to be highly involved in where they want the District to be in ten years with a good strategic plan in place. The Strategic Planning Committee consisting of Freebairn and Hutchinson [Hutchinson replacing committee member Means] will meet with the administration this week to begin the process.

Approved tabling the Resolution declaring the intent of the District to issue Working Cash Fund Bonds.

President Means left the meeting at 8:20 PM.

Set date and time of May 28, 2009, at 7:00 PM for 8th Grade Promotion and May 29, 2009, at 7:00 PM for High School Graduation.
