BOARD OF EDUCATION

Jan 20, 2009 REGULAR MEETING 7:00 pm

President Means called the meeting to order at 7:00 PM.

Present: Brown, Freebairn, Hutchinson, Kile, Means, Young
Absent: Hales

Others Present: Superintendent Lewis, Principal Hettmansberger, Kevin Heid, Gary Henry, Tonya Eich, Jerry DeWitt, Amy Kincaid, Jacob Roskovensky, Charish Galloway, Ashley Haga, Josh McIntyre, Terry Sullivan, Barb Board

Board approved a Resolution abating the Working Cash Fund of the School District.
As an employee of the bank which will be the paying agent for the bonds, Hutchinson excused herself from the meeting.

Kevin Heid, Senior Vice President of First Midstate, reviewed the Resolution. Superintendent Lewis reviewed how the money will be spent: technology, electrical work, transportation, food service equipment, all will be capital outlay expenses.

Board approved a Resolution providing for the issuance of General Obligation School Bonds for the School District.

Hutchinson returned to the meeting.

President Means welcomed everyone to the meeting.

Board approved payment of bills.

FFA Week Presentation
Josh McIntyre reviewed planned FFA Week activities and upcoming events.
Charish Galloway noted FFA accomplishments this year to date.
Ashley Haga explained the Junior High FFA Program and invited everyone to see the FFA classroom makeover which was completed with grant money.
Young left the meeting.

Jerry DeWitt addressed the Board regarding the confusion of Shiloh students who wanted to attend Lake Land or Parkland College and were told by the Jr. College they were not in-district students and would have to pay out-of-district tuition. He encouraged the District to get this straightened out with the colleges and make sure Shiloh students knew they could attend these Jr. Colleges as in-district students.
Superintendent Lewis reported that he and Guidance Counselor Grenda have talked about this problem with Lake Land. DACC is doing online classes for Shiloh students so they are okay. He will make sure this is cleared with Parkland and will also make sure Seniors are aware they are in-district students.

Principal’s report:
Distributed Honor Rolls which were issued today.
2nd Semester started January 12 because of the three snow days. With no other snow/emergency days used the last day of school will be June 5. Even if more days are used it will not change graduation dates.
Emergency Planning Committee met January 5th. We are looking to make procedures more accessible and the plan more user friendly. Hope to practice some of these procedures this spring.
Elementary Honors Breakfast will be January 23 at 8:15 AM. Invited all Board members to attend.
He and Mr. Hageman will attend the 2nd Semester ROE Principals Seminar January 29 in Mattoon.
NAEP test will be given to seniors February 2. This is a nationwide test.
As the Newman Grade School Winter Concert was cancelled due to weather they are working on a Spring Concert.
Had watched the Inauguration today with the Kindergarten students. Was very impressed and gave credit to Mrs. Smith and Mrs. Clodfelder that the students were so well behaved, quiet and attentive, and very interested in the inauguration.

Superintendent’s report:
Almost all students in the District were able to watch the inauguration either via classroom TV, classroom computer streaming, or on a big screen set up in the library.
In response to a student being injured and suffering seizures recently at a ballgame the District is looking at having a First Responder available at all home game.
Reviewed the effectiveness of the AlertNow system.

Board approved a Life Safety Amendment application to upgrade the electrical wiring at Newman Grade School.

Board approved the Spring Canoe Trip, pending temperatures, April 9-10, 2009, (alternate dates May 23-24, 2009)

Freebairn asked if the bills are available yet on the District website. Superintendent Lewis responded that they now have the bills in PDF format and will be posted online. Currently contracts over $25,000 are posted online and they are looking at putting the checkbook online. As soon as they can get the information converted it will be added. His goal is that the District be as transparent as it can be.

Board went into Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity - 5ILCS 120/2 (c) (1).

Board returned to Open Session.

Board approved the release of Closed Session Minutes of October 20 and November 17, 2008.

Board authorized the Superintendent to destroy the audio recordings of Executive Session Minutes June 25, 2007 and prior.
